Under the banner title of \u2018<em>Annexation of Paradise Hills to the City of San Diego<\/em>\u2019 <em>other<\/em><strong><em> <\/em><\/strong>items of long-term value to San Diego\u2019s <em><strong>fishing industry<\/strong><\/em> budget changes included calling for the <strong>Amendment of the CITY CHARTER<\/strong> to <em>allow<\/em> an <strong>ANNUAL TAX LEVY of 10\u00a2 per $100 of assessed valuation to be used for <em>HARBOR DEVELOPMENT<\/em><\/strong>. The Chamber of Commerce and other civic bodies are very actively campaigning for the adoption of this item. &#8212; Probably the first project of development to be undertaken in case this measure is approved by the voters will be the:<br>(<strong>1<\/strong>) <strong>Extension<\/strong> of the present <strong>Broadway pier<\/strong>, the installation of overhead passenger ramps, and other facilities.<br>(<strong>2<\/strong>) Of great importance to the FISHING and BOATING interests is the <em>filling and bulkheading<\/em> of the areas at the <strong>foot of 28th STREET<\/strong> and the construction of <strong>two<\/strong> <em><strong>mole-type<\/strong><\/em> <strong>piers at this site<\/strong>.  It is planned to <em>remove the present <strong>FISH CANNERIES<\/strong> and <strong>BOAT BUILDING<\/strong> plants to this area<\/em> as soon as possible.   Relocating the canneries on this <strong>9-acre pier<\/strong> will enable the deep-sea fishing boats to come alongside and unload without many of the current difficulties at current sites.  The <em>bulkhead area<\/em> between the two piers will be approximately <strong>3,600\u2019 x 1,000\u2019<\/strong>, will should allow the establishment there of <strong>nine<\/strong> boat-building concerns, each having a frontage on <em>deep<\/em> water of approx. <strong>400\u2019<\/strong>.<br>(<strong>3<\/strong>) Another <strong><em>mole-type<\/em><\/strong> <strong>pier<\/strong> is planned for the <strong>foot of 5th Ave., downtown<\/strong>; as well as the <em>paving<\/em> of <strong>Belt<\/strong>, <strong>Harbor<\/strong>, and <strong>Atlantic Streets<\/strong>, and the making of a <strong>*HUB*<\/strong> at the foot of <strong>Market St.<\/strong> (formerly H Street) suitable for ferry landings, etc. as well as <em>another<\/em> <strong>mole-type pier<\/strong> at the foot of <strong>Grape Street<\/strong>.<br>(<strong>4<\/strong>) <strong><em>Dredging<\/em><\/strong> <em>of the channel at <strong>La Playa<\/strong> and <strong>Roseville<\/strong> on the bayside of <strong>Point Loma<\/strong><\/em> is also planned.<br>  <strong>HARBOR COMMITTEE ACTIVE<\/strong> \u2013 The campaign for the passage of this measure is being handled by the <strong><em>Harbor Committee<\/em><\/strong> <strong><em>of the Chamber of Commerce<\/em><\/strong>, whose membership includes the managers of the various fish canneries, fishermen\u2019s associations, fresh fish companies and boat building concerns in San Diego.\u201d ~~~ <strong>*Note:<\/strong> This new tax was expected to produce about <strong>$250,000 annually<\/strong> (equivalent to <strong><em>$4,105,666 today<\/em><\/strong> \u2013 ed.) specifically for harbor development purposes. <\/p>\n\n\n\n<p>(*Source: The <strong>California Fisheries<\/strong> magazine \u2013 <strong>March 12, 1929<\/strong> \u2013 Pg. 21)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>(*Amended transcript) &#8211; \u201cDEVELOPMENT OF SAN DIEGO BAY WILL RELOCATE INDUSTRIES \u2013 On the Ballot in the San Diego Municipal Election is an item of special interest.
